* Thai stocks at highest level since March 11 * Singapore shares trade flat By Nikhil Subba April 23 (Reuters) - Southeast Asian shares rose on Thursday, taking cues from Wall Street that rose overnight after oil prices recovered and the U.S. Congress looked set to approve a fresh fiscal package. The House of Representatives is expected to clear a relief package worth $484 billion later on Thursday, which would take the overall U.S. federal financial response to the coronavirus pandemic to almost $3 trillion. The Manila bourse fell 0.6% after data showed that gross domestic product (GDP) in the first quarter declined for the first time since 1998 as the coronavirus pandemic shattered domestic demand. While GDP contraction in the first quarter was much larger than expected, an even steeper decline is possible in the second quarter, said Stephen Innes, chief market strategist at AxiCorp.

The Trump administration, under pressure to do more to ramp up coronavirus testing in order to safely reopen the battered U.S. economy, is highlighting this week a $2.9 billion program to build 187,000 ventilators this year. The administration's ventilator surge is accelerating as medical experts are forecasting the need for the devices - used to help severely ill COVID-19 patients breathe - will fall.
