Oregon’s two U.S. senators are backing a Congressional resolution that calls for protections for electricity and gas utility customers during the coronavirus pandemic. The state’s major regulated utilities, Portland General Electric, Pacific Power and NW Natural, earlier this month said they won’t shut off service or charge late fees for the time being. “Although various utility companies in Oregon have voluntarily committed to protect their communities’ utility access, many states, including Oregon, have not used their authority to govern electric and gas rates to order all utilities to take this vital action,” a joint news release from Wyden and Merkley said.

In 2005, West Linn Paper Co. ditched its local utility, Portland General Electric, and began purchasing energy through an independent supplier. Utility regulators now face the question of whether that move into Oregon's direct access energy program still applies, after West Linn Paper was forced into bankruptcy, shuttered, and a new owner bought its assets and began operating the 131-year-old mill. In a filing with the Public Utility Commission, the new company, Willamette Falls Paper Co., argues it does, saying 120-plus jobs could hinge on getting the lower energy costs the program brings. The company has a couple of local politicians on its side, but Portland General Electric disagrees.
